Inaugural message

I take charge of Vikram Dev University at a moment that is rare in the life of an Indian state institution. We are the newest State University in the country. Our jurisdiction is one that India has not always served well: Koraput, Malkangiri, Nabarangpur, and Rayagada. We carry forward a college tradition that runs back seventy-eight years, to a Maharaja who believed that the children of this region deserved as much of the world as the children of any other.

My commitment to the staff, students, and affiliated colleges is direct. We will build a university that measures itself by the competence and confidence of its students, not by the size of its prospectus. We will ground every decision in what NCERT learned across the 2018 consultations: education works when teachers are trained and motivated, when leadership is good, and when the ground beneath a child's feet is safe. We will use technology (including artificial intelligence) as a support layer for teachers, not a replacement. And we will hold ourselves to the same accessibility standards we would expect of any institution of national importance.

I look forward to working with the Hon'ble Chancellor, the Department of Higher Education, the Syndicate, and above all the affiliated colleges and the families they serve, to make this a university the four districts can be proud of.

Academic background

Ph.D. in Education; over three decades in research and policy at the Regional Institute of Education and the National Council of Educational Research and Training.
Director, NCERT, 2015–2022.
UNESCO Expert on ICT in Teacher Education from India; visited multiple member countries on Council assignment.
Co-author, Learning Outcomes at the Elementary Stage (2017) and Learning Outcomes at the Secondary Stage (2018): the operational definitions of competency-based education adopted by NCERT.
Lead architect of the 63 nationwide consultations and synthesis of 1.5 lakh public suggestions that fed into the National Education Policy 2020.

Constructivist pedagogy and ICT integration in teacher education.
Learning outcomes and competency-based assessment reform.
Foundational literacy and Early Childhood Care & Education (ECCE).
Multiliteracies pedagogy for low-resource and mother-tongue contexts.
